Can I book and get Tatkal Ticket after 12 pm from station counter?

I have some doubt about new tatkal rules. The news information say that now you can get sleeper ticket from 11am to 12 noon.

I am from Vasco I want to ask a question can I still get Tatkal ticket after 12 pm from vasco railway station if they are available. Or I have to book tatkal ticket only at IRCTC site after 12 pm?

for all agents including Itzcash its from 8.30am to 10am for genaral class of reservation. from 10.30am to 11.am for AC classes of Tatkal and from 11.30am to 12pm takal for sleeper
